GAMES BRIEFING SUMMARY: PROCUREMENT POLICY GUIDELINES

This newsletter provides an update on the key developments following the latest Games Briefing.

The ODA has launched its procurement policy guidelines: view executive summary or full version.

 

 

 

 

On 7 March 2007 the ODA announced: 'As a general rule, the ODA intends to use NEC 3 in its various forms for the major construction procurements. NEC 3 incorporates the partnering approach the ODA is seeking and will provide the necessary protection and incentives to both the ODA and its suppliers'.

Given the significance NEC 3 will play in the Olympics, contractors and project managers must take note of their time-tabling obligations when applying for extensions of time. The construction team at Davies Arnold Cooper has written an NEC 3 article on this issue for Contract Jounral.

BALANCED SCORECARD


To ensure all contracts adhere to the values and principles of the ODA it has developed a balanced scorecard approach to awarding contracts. This will comprise:

- Cost and time
- Safe and secure
- Equalities and inclusion
- Environment
- Quality and functionality
- Legacy

 

 

 

The 2012 Commitments are six key areas which represent best practice in the industry: procurement and integration, commitment to people, client leadership, sustainability, design quality and health and safety.

The ODA noted that from over 4,000 companies who have registered on the 2012 eTendering website, only 187 have signed up to the 2012 Construction Commitments.
